Shenzhen in APEC week, November 2026
what actually changes for families
Shenzhen is not closed during APEC week, and a family trip in mid-November 2026 is still possible. What changes is friction: full metro bag and body screening, temporary transport and safety measures authorised until 30 November, and Futian hotels filling up. Aim for early November or December instead.
Why APEC week matters to a family trip
On 18 and 19 November 2026, Shenzhen hosts the 33rd APEC Economic Leaders' Meeting. It is the third time China has hosted APEC, and the first time the meeting has come to Shenzhen, twelve years after the last Chinese host year. Leaders' Week runs across roughly 17 to 19 November, with the finance ministers' meeting held earlier, in Hong Kong on 19 to 21 October.
For a visiting family the meeting is not a reason to cancel. It is a reason to look hard at your dates. The event concentrates security, traffic management and hotel demand into a short window, and since 30 September Shenzhen has held the legal authority to add rules of its own.
The dates that matter, and what each one changes
Four dates decide how much friction your family meets. Everything else is detail.
| When | What happens | What it means for a family trip |
|---|---|---|
| 19 to 21 October 2026 | APEC finance ministers meet in Hong Kong, not Shenzhen | No local impact here, and a comfortable week to cross the border |
| Early November 2026 | Shenzhen starts publishing temporary measures under the 30 September decision | Read the notices before you lock in flights |
| 17 to 19 November 2026 | APEC Leaders' Week takes place in Shenzhen | Heavy screening, Futian hotels full, some venues may close |
| 18 to 19 November 2026 | The Leaders' Meeting itself | The core days, so keep plans loose and outdoors if you are here |
| 20 to 30 November 2026 | Measures may still be in force after the meeting ends | Confirm before you travel and allow extra time at stations |
| From 1 December 2026 | The authorisation lapses at the end of 30 November | Shenzhen returns to ordinary service |
Shenzhen's legislature authorised temporary administrative measures on public safety, city management and transport on 30 September 2026. The measures themselves are published separately, so the list can change. Treat this as a planning framework and check official notices before you fly.
What changes in the city, and what does not
Most of Shenzhen carries on as usual. The differences land in four places: how you enter the metro, where you can book a hotel, whether a particular venue is open, and what you can fly.
| What changes | An ordinary Shenzhen week | APEC week in mid-November |
|---|---|---|
| Metro entry | A bag scan at most stations | Bag and person checks everywhere, with long queues at peak |
| Futian hotels | Plenty of rooms at mid-range prices | The business district fills up, so book months ahead |
| Venue access | Open as normal | Some venues near the meeting may close at short notice |
| Drones and kites | Restricted near the airport only | Wider no-fly reporting over the central districts |
| Dapeng Peninsula | No vehicle booking needed after 7 October | Still no booking needed, but expect traffic measures |
The metro is the first thing you will feel
Shenzhen Metro has screened every bag, and at many stations every passenger, at all stations since 20 July 2026. The change was widely read at the time as a rehearsal for the November meeting. Reporting from the first days described queues of more than 100 metres at busy interchange stations such as Chegongmiao and Pingzhou, with waits of around 30 minutes at peak.
That affects a family more than a solo traveller. A stroller and two children do not move quickly through a queue, and station lifts were not designed for a rush.
- Travel before 07:30 or after 09:30 on weekdays, and avoid the evening peak between 17:00 and 19:00.
- Take a DiDi car to the airport or the high-speed rail station rather than the metro with luggage.
- Keep passports or ID with you, because station checks can ask for identification.
- Allow an extra 20 to 30 minutes on any day you have to be somewhere at a fixed time.
How to build APEC week days with children
If your dates are already fixed, do not fight the core districts. Work the edges of the city, where the meeting has almost no effect.
- Spend the daylight hours on the coast. The Dapeng Peninsula, Shenzhen Bay Park and the beach towns east of the city are the least affected parts of Shenzhen.
- Put Dapeng on a weekday. The peninsula's vehicle reservation, which charges 300 yuan plus one licence point, runs from 1 May to 7 October, so November needs no booking, but confirm any temporary transport measure the day before.
- Move the city days to the morning. Museums, markets and indoor attractions open at 09:00 or 10:00 and are quietest in the first hour.
- Keep one flex day in every three. If a venue closes at short notice, you already have somewhere to go.
- Leave drones, kites and model aircraft at home. No-fly restrictions over the central districts have been reported to run through late November.
The visa position has not changed
Nothing about APEC changes who may enter China. Ordinary passport holders from around 50 countries can currently stay up to 30 days without a visa, a scheme set to end on 31 December 2026. The 240-hour visa-free transit rule covers 57 countries at 65 ports, and needs an onward ticket to a third country.
Demand, on the other hand, is up. Over the three-day Mid-Autumn holiday in late September, immigration officers handled 6.709 million cross-border trips, up 16.8 per cent on 2025, and 247,000 people entered China visa-free, a rise of 32.7 per cent. APEC week sits inside the same strong inbound season.
When to come instead
Shenzhen's own climate records describe autumn as the best season for travel, and November is one of the driest months of the year. The meeting is the only complication, so the answer is to shift by a week or two.
| Window | Typical weather | Hotel pressure | Verdict for families |
|---|---|---|---|
| 1 to 15 November 2026 | About 24 °C, mostly dry, around 6 rain days | Moderate | Best fit: the same weather with fewer restrictions |
| 16 to 20 November 2026 | About 24 °C, mostly dry | Tight in Futian | Only if your dates are fixed for you |
| 21 to 30 November 2026 | About 22 °C, mostly dry | Easing | Workable, once you confirm the measures |
| Early December 2026 | About 20 °C, around 5 rain days | Rising for Christmas | Very good, and the best of it for hiking |
These are long-term climate averages for Shenzhen, not a forecast. The city takes 86 per cent of its annual rainfall between April and September, which is why late autumn is the reliable window.
Who this week does not suit
Two kinds of family should move their dates. Anyone who wants total freedom, the spontaneous day trip or the late evening walk, will find mid-November the wrong week, because the purpose of these measures is to remove exactly that kind of unpredictability. And anyone on a tight itinerary with a domestic flight or a cross-border train in the days after the meeting should build in slack: a security queue that costs 20 minutes at home costs far more when you are carrying everyone's luggage.
Everyone else can come. The weather is the best it gets all year, the National Day crowds have gone, and the coast is quiet. It is a fortnight of extra friction, not a closed city.
How we plan Shenzhen days
We have run outdoor and educational programmes in and around Shenzhen for 16 years, for more than 8,000 families, with a staff-to-child ratio of 7 to 1 and an age range of 3 to 14. Our base sits beside the 600-year-old Dapeng fortress, and our routes run from coastal walks to Qiniang Mountain, at 867 m the highest point on the peninsula. When the city centre tightens, that is where we take families.
We do not sell a fixed package. Ask us for a quote and we will tell you what a given week costs, and whether the week you have chosen is the right one.
Meeting dates, temporary measures and travel rules can all change. Confirm the current position with the APEC host committee, the Shenzhen municipal government or the National Immigration Administration before you book, and treat every date here as guidance rather than a guarantee.
Frequently asked questions
Is Shenzhen closed during APEC week in November 2026?
No. The city stays open and the meeting itself lasts two days, on 18 and 19 November. What you should expect is heavier security screening, temporary traffic and safety measures that the city has been authorised to issue until 30 November, and a shortage of rooms in the Futian business district. Families staying outside the core districts are barely affected.
Will attractions such as Window of the World be closed?
Not automatically, but some venues do close at short notice during major events, and the notices usually appear only days ahead. Build your days around outdoor space on the coast, the Dapeng Peninsula and the city parks, and treat indoor ticketed attractions as flexible rather than fixed.
How long does metro security take during APEC week?
Allow an extra 20 to 30 minutes at peak times. Since 20 July 2026 Shenzhen Metro has screened every bag at all stations, and many stations also screen passengers. In the first days, queues of more than 100 metres formed at busy interchanges such as Chegongmiao and Pingzhou, with waits of about 30 minutes.
Do we still need a visa to visit Shenzhen in November 2026?
That depends on your passport, not on the meeting. Ordinary passport holders from around 50 countries can stay up to 30 days without a visa, under a scheme currently set to end on 31 December 2026. The 240-hour transit rule covers 57 countries at 65 ports and requires an onward ticket to a third country.
Can we still visit Dapeng and the beaches during APEC week?
Yes, and the coast is a sensible place to be. The Dapeng vehicle reservation, which charges 300 yuan plus one licence point, runs from 1 May to 7 October and is not in force in November. Temporary transport measures could still apply, so check the day before you drive out.

What this means for your family
APEC does not close Shenzhen, but it does concentrate the city's security, traffic rules and hotel demand into the fortnight around 18 and 19 November 2026. If your dates are flexible, come in the first half of November or from 1 December, when the weather is at its best and the measures have lapsed. If your dates are fixed, stay away from the Futian core, put the coast and the Dapeng Peninsula at the centre of the week, travel the metro outside peak hours, and confirm the current notices before you book anything.
